“News is what someone, somewhere decides that it is. It comes down to a judgment as to what is important or interesting to a particular audience”. (BBC)
So we will start to define what the particular audience is. We will go out on the street to uncover the news. For this moment what we need to do is delete all dualities like poor versus rich, the underdeveloped versus the overdeveloped. Forget about hierarchies. We will make precise descriptions of details we find, without judging. As details with a story are the points of attachment for actions. We will define fresh categories for the news, bottom up. In the first place we will give the news back to the people involved.
PAPA has developed five different instruments so far:
1.one artist ‘embedded’ making ‘news’ for the people involved. Daily uploads on a blog while meeting the people the blog is about. Leaving pictures as art on the walls.
2. Shared photowalks of groups of artists-correspondents, daily upload on a shared photoblog. In order to discover patterns. Possibly to design actions upon. Ideal for unraveling the DNA of the city. Nice way to stir up art/photo festivals.
3. press agency on location with an international network of artists correspondents. Reflecting on an actual situation from the perspective of different parts of the world. Import and export of ‘news’ . The network decides on what ‘news’ is. Find the patterns in different countries and see where these resemble or contrast. This can work as a generator for ideas in citydevelopment. For art or photofestivals it can be a lovely way to stir things up. To have a simultenuous worldwide exhibition. Not knowing what the exhibition will be at the beginning of the festival as it grows in time.
Autumn 2010 Migration PAPA will take place in Rotterdam. Four correspondents will work from a temporary office in the quarter where the newcomers arrive. Four correspondents in four cities in the world will report from their city: Dhaka Bangladesh/Lagos Nigeria/ Sao Paulo Brazil/Bishkek Kyrgyzstan. four weeks of daily uploads of news.
4 citizen journalism. PAPA can design interesting ‘forms of freedom’ within which citizen correspondents can create their view on their life/use of their public space. The result will have a professional touch. PAPA education is situated here as well.

PAPA is running global citymapping projects. Working with an international network of prof artists PAPA is reading the skin of public space. Comparing it with similar situations in different countries. PAPA is currently working on the DNA of the Vlietzone, an area next to and under the Prince Claus flyovers in the Hague. While the profs work without an agenda on open questions, a network of citizens will be posed single questions to complete the mapping. Splendid ideas found in PAPA's projects will be im- and exported worldwide.
