1. Off course is know the effects of funding can hardly be measured, but i am not after that. I just don't want to avoid the elephant in the room. The best we can do is to show the amount of money that goes into cultural funding, what does that clarify?

I am not completely convinced by your believe in 'good practice' (off course i should)
Just look at scientific research: so many things go wrong just because of (unintentional) subjectivity.

3. What information should be leaked on there that's hidden now?
Whistleblowers! Anything beyond/ next to official resources.
Maybe i am too much involved in cultural funding, but the figures don't say it all...

I am not saying that this would be an ideal strategy, the outcome maybe even quite predictable (there goes our tax money!) Still it would be interesting to find a design answer that also raises design questions.
